Foster care providers must be willing to participate in training sessions made available to enhance their ability to manage child behaviors, engage and enhance relationships, and increase skills and knowledge to positively impact parenting.
Orientation Training
All prospective foster care provider(s) must receive orientation of the North Dakota child welfare system and the licensing process. This training may be provided in a variety of ways. One resource that can be used to complete orientation requirements is for the licensing specialists to review the SFN 1038, “Policy and Standard Review”.
Initial Training Requirements
Every prospective foster care provider must complete the ND assigned pre-service training; either UNITY or PRIDE prior to child placement or, if approved by CFS Licensing Unit, within the first year of licensure. The pre-service training will meet the training hour requirements for the first twelve months, with the exception of fire safety training.
Renewal Training Requirements
Each applicant listed on the foster care license must complete 13 hours of training each licensing period. Training hours require one hour of fire safety training and at least two hours of cultural competency training to include diversity, equity, and inclusion.
Foster care providers may be exempt from completing mandatory renewal training hours if they are active military and deployed or other circumstances approved by the CFS Licensing Unit. This exemption request from training must be made, in writing, and approved by the CFS Licensing Unit.
Training to support foster care providers is intended to consist of various topics that may include, but is not limited to:
- Child and adolescent development
- Communication skills
- Roles and relationships in foster care
- Community services for children
- Acceptable methods of and alternatives to discipline
- Constructive problem-solving
- Engagement strategies with the child's family
- First Aid and CPR
- Home safety
- Trauma
- Grief and loss
- Human sexuality
- Child Abuse and Neglect
- Sexual abuse
- Equity, diversity, and inclusion
- Cultural awareness or competency
- Select professional licensing or certification trainings.
Foster care providers must work with their assigned licensing specialist to identify the appropriate route to gain pre-approval of any non-approved training providers. Approved training providers include but are not limited to:

Each applicant on the foster care license must document on the training transcript (SFN 1037) which trainings have been completed. Each applicant must maintain the training brochure, certificate received or other identifying information as verification of completion. The CFS Licensing Unit, authorized licensing agents, and approved training providers shall notify foster care providers of training opportunities.
